Bike fixing cost?

So Im on a 2nd hand website thingy looking to buy a bike, one guy has a bike for sale for €50. He says 'Good condition but the back wheel needs to change the axle of hub. It will cost you €15 max' Is this the max it will cost?

Well a hub axel isn't expensive $5 plus $20 labor if a shop does it. BUT - and it's a big BUT, there could be more wrong with it. If an axek is bent that means the bike was abused in some way. The hub could be shot but you wouldn't know until you checked it out.
