Bill me later?

Question

How come every time I try to use bill me later I'm denied. I don't have bad credit, and it's on every site I try to buy from, even the ones that I have spent alot of money on. Every time it says something like they can't verify my credit card, or We're sorry, Bill Me Later was unable to authorize your transaction. Please choose another payment method to complete your order. You'd think after a year they'd be able to verify something. So why can't I use bill me later??

They dont do a credit checkk with bill me later

I have no bad credit, can't say i have good credit either. I have never taken out a loan or used credit cards or have anything under my name. Is it because i have never used credit that they keep saying:
We're sorry, Bill Me Later® was unable to authorize your transaction. Please choose another payment method to complete your order.
