Biohazard yellow body bags?

i have seen in movies and in games about a virus breaking out and it killing people and turning them to monstrous etc....but in one movie 28 weeks later they show stacks of yellow bags, and in game of the same kind of concept with the infection with yellow bags stacked in piles too. are these body bags? chopped up people and put in yellow bags?

Yeh, they're people who died of a virius or disease thats extremely contagius, probably not chopped up though lol!

Its basically a government precation ^^
