Biometric changes (Re-entry Permit Application)?

Hello.

USCIS have made changes on biometric requirements effective March 05,2008.

I wish to apply for a re-entry permit as soon as possible coz i have to leave the US this September. I am a permanent resident.

What stuffs do I need to know? Should I leave after filing my application? how long would it take for me to receive documents or anything that says they received my application already?
