Bird Picking Feathers, bleeding?

Please help.

I have had my quaker parrot for 7 years and today i noticed that she is bleeding and picking her feathers. Which came first, I don't know. But her bleeding has stopped but shes still picking from time to time.

It doesn't exactly look like a broken blood feather, but I'm not sure because I'm not sure what to look for. Her injury is located on her neck. It happened suddenly, because I was playing with her just an hour before I noticed, so I don't think its from boredom. Although it's a possibility.

Any suggestions to what this is? Should I wait it out or see a vet?Thank you
