why are their eyes white and crusty on the outside? is that normal?

  1. That's just a ring of pale skin. A lot of birds have it and it's perfectly normal. I've got three caiques and two of them have it. It's just a trait some birds have. It's not "crusty" either -- it's just very small feathers.
