Bissell Healthy Home Vacuum

My Bissell Healthy Home Vacuum has been having issues. Sometimes it wont turn on. I usally just have to empty the canister and then it will turn on. But this time i empty it and also cleaned the filter. It still wont work. I tried multiple outlets and still will not work.
