Black Cannister thing on a '92 Ford tempo 4 banger?

Its a black canister with 3 hoses one hose runs down to the yar (?) tube coming off the catalytic converter. it is located center engine compartment between the intake manifold and radiator(sp)

What is the name of this part and what does it do?

it's part of the evaporative emission control system. known as the evaporative canister or charcoal canister.it draw fuel vapor from the gas tank & fuel system ,store them in the canister & burns them when the engine is running.

The Tempo you have is equipped with an odd air injection system that doesn't use a smog pump, It is called a Pulse Air System or Thermactor 2.  The canister with 3 hose you are looking at is called the silencer, if your vehicle has 49 states emissions it will have 3 hoses, if it has California emissions it will have a control solenoid mounted on it also.  The purpose of it is to quiet down the air pulses through the system.
