As Natalia said, us Germans are not going to be able to help you with that question - you should ask people that are with the US forces, someone might know. I'd find it hard to believe that there should be not one person in all of the army bases in the whole of southwest Germany who would be qualified to deal with black hair/skin issues.

What the heck is the person above me talking about? Where are you from? If you're from the US it's going to be impossible to get your hair done the same way you get it done at home, by anyone in Germany. I even looked in Hamburg and Berlin, and there was nowhere to be found who could do my hair, so I do it myself.

EDIT: I've noticed that whenever I come to this section and answer questions I get tons of thumbs down, possibly from Germans who can't stand hearing anyone else's opinion. I am a woman of color and I can attest that Germans and any other White people can't do Black hair. This is a fact. I wasn't being offensive, it's the truth. I live in Germany, and it doesn't bother me, I just do it myself. If you had read her question, she asked for BLACK beautician, not any person who cuts hair. There are loads of those, that's not what she was asking for.
