Black flag at government buildings?

I saw news coverage in front of Guantanamo Bay, Cuba where there was a black flag with the outline of a person's head raised next to the US flag. I've also seen this flag in front of government buildings here in the states. I've never noticed it before... what flag is this? What does it stand for?
