The answers are in your question itself. Yes, its true, both black and white are a part of the colours. But speaking about colour TVs, which also shows other colours such as green, blue, orange, read, yellow and so on, that is, which should show the combination of primary colours. where as  when speaking about black and white TV, which doesnt show the combinations of primary colours. Hence they are not called so.

Black & White TV means that it will not show any other colour except black and white

Strictly speaking they are not colours.  Black is the total of all colours and white is the absence of any colour.  Hope that answers your question.

Black and White are not colors.  If a object looks black means it absorbs all colors in light & if a object looks white means it reflects all colors in light. Red, Green & Blue are called Primary colors and base for formation of all colors. Hope this answer your question.

Obviously, even a black and white TV does not just show black or white, it shows all shades of gray.  But "Grayscale" TV is not an easy sell.

So, "Color TV" is more of a "Marketing" term to differentiate from the "Grayscale" (or B &W one).
