Black spots on my Chihuahua's belly?

I left my dogs outside when I went to run errands, it rained pretty heavily for a few minutes before I got home.

When I got home, my dog was dry, unlike my others. =P

Later on, I noticed these small black marks on his belly, around his genitals. When I touch them, he growls, but he is usually touchy about his genitals. Anyways, when I do touch them it just feels like his skin.

He is barely a year old.

its just their markings. kinda like spots.

dont worry about it. they usually get it anyways.
