Black translusent rectangle (band) lower mid...

Question

sometimes and on different chanels we get a box like a text box covering about i/4 of the screen. you can see the inmages through it
if you change the chanel and then back it apears again after a few seconds. and some time it's not there at all.
it looks as thought a menu display is trying to come up.
