Blackberry curve wifi question?

ok so I know that you have to pay monthly for the internet services for the blackberry curve but i have heard that wifi is free so if i use wifi to log onto the internet shuoldn't it be free?

The BlackBerry devices with Wi-Fi come with the Internet Browser (which uses BlackBerry Internet Service data; requires a data plan) and the HotSpot or Wi-Fi browser. You can use the Wi-Fi browser to access the Internet without a BlackBerry data plan.

You arent able to access the browser whatsoever if you dont have the data feature added on so no..
