Blackwall Tunnel, London. Anyone use it regularly? I do, again.?

Friday evening, as I approached the tunnel going south the right hand lane was marked closed. Big red cross. On entering the tunnel the ceiling arrows were green!

Tonight it took over 2 hours to get through, because the left hand lane is coned off, because someone has dumped a small concrete, mixer, guarded by a small truck in the left hand carriageway. The ceiling arrows indicated the left lane was closed. There was NO work being carried out.

Is this TfL's policy to slow people down?

yeah it had broke down, its a ''precaution'' apparently.
