Blackwall Tunnel overflow tunnel?

When Boris was running for Mayor, he said that as soon as he got in, he would open the rush hour overflow tunnel.

However, to my knowledge, this has not yet been done. Is this a Boris U Turn? I didnt vote for him, but now that he's in, I want him to carry out his promise.
