what makes blade runner the movie a Science fiction movie?

Because humanity believe that there ain't no cyborgs or androids etc wandering around the planet pretending to be human.  Therefore its considered fiction.  Science-fiction because of the obvious science content.

The replicants as played by Daryl Hannah and Rutgar Hower would make it science fiction!

It was also set in a "future imperfect" where all the healthy humans who had money had moved off world.  Los Angeles in Blade Runner is in a constant rainstorm caused by an environmental disaster of some sort.
