this is a popular song from my country... maybe people sing it in other place, but in  Argentina it's like a nursery song, some people say it's a poem... my dad used to sing it to me... it brought so many memories back to me when i read ur question!

my grandmother is from Argentina.  She used to sing it to me when I was little.  It is very popular.
