Yes, usually the retina or the eye cannot form an image of what we see or damage of the optic nerve but it is NEVER the that the blind cannot see because of the brain cannot analyze and put into picture. It all depends on the eye, not the brain since the brain is always the most active organ and control center of our entire body.
