    anyway, this one is pretty easy.  adrenaline rushes, etc. are part of the sympathetic nervous system response (look up "fight or flight"), and this can cause police (and other people) to react more excessively than they need to.  I think the book mentions a guy who got shot because he looked suspicious... sorry, don't remember the specifics, but I know he was not really a potential threat and it was an example of excessive use of force.
