Blue screen when the tv is on

Question

My tv with the converter box was working fine. Then today I accidentally unplugged the converter box when it was on. When i went to plug it back in and turn it on, all that came up was a blue screen. I have the tv set to channel 3, and when i press the menu button on the converter remote, absolutely nothing happens.
