Blue stains (soap?) bleeding through paint

I am repainting a bathroom, and there are some blue splatters on the walls around the toilet... maybe that junk that turns your toilet water blue when you flush? But who knows... it's leftover from the previous owners. It keeps bleeding through the paint. I've scrubbed and scrubbed the spots, but have been unable to get rid of them... they keep bleeding through. Whatever it was turned my rag neon blue at first. Now, no blue color comes off on the rag, but it's still bleeding through the paint. What can fix this?

  1. There's a special paint made to cover persistent spots and make sure they don't bleed through. You apply 1-2 coats, then paint on top of it with the colour of your choice. Any paint shop should know a good brand to use, so just ask.
