Bluetooth question on my cell phone

I am trying to connect my Windows Mobile T-mobile Wing to my Windows Vista laptop.

I went to control panel, hardware, bluetooth devices, and options. Once I am on the options tab I check the box to allow bluetooth devices to find my computer, and hit apply, and ok.

I recieve this message when I do that: An error occured while Windows was saving your settings. The bluetooth might be unplugged. The following settings were not saved: Discovertability settings and connection settings.

The main question is how do I connect my T-Mobile Wing to bluetooth on my computer, so I can transfer files. Also, how do I fix the error message when setting up the device?
