  1. The other boat has the right of way. You must alter course to the right, slow down or stop to give them room if a risk of collision exists.

  2. It's red light on the left ; Green light on the right.

  3. When you see a green light go, red light yield.  Just like traffic signals.

  4. You are seeing the masthead light and port running light of a power driven vessel less than 50 meters in length. Assuming that you are also a power driven vessel, you are the give-way vessel, and should turn right to take his stern, or else slow down to allow him to cross safely ahead of you.

Red means stop, green means go.

  5. Actually, you should have a red and a green light in the front

    of your boat.

I should know this but it's been 9 years since my Hudson River boating days...

  6. Nav Rule Rule 15

When two power-driven vessels are crossing so as to involve risk of collision, the vessel which has the other on her own starboard side shall keep out of the way and shall, if the circumstances of the case admit, avoid crossing ahead of the other vessel.

  7. Well, I take it this is a boating education question.

Actually, the best advice I can give you on this is know the position of each light on the boat.

White light is on the stern (back of the boat)

The green light on the boat is on the starboard side (right side)

The red light on the boat is on the port side (left)

Now, picture the position of the lights in your head and rotate the boat in your mind where only the white light and red light is visible.

Now, since you see a white light and a red light and you are closing on the boat, what do you do?

This means the boat is moving left in front of you.

However, I will not answer who has the right of way.  You can find that out from your training material.   This needs to be learned and memorized, and giving the answer out won't help you in studying this material for the exam.
