Bobin will not pull thread from needle

Question

If needle is in holder at stop the bobbin hook will note pull thread from needle it is as the timing is off.You can set the needle lower and it will pick the thread but this will not last. I checked the timing at the 90" joint. It is dot to dot. This happened after the bobbin ran out of thread.Thank You
