I know a wacker will drop the blocks by 15mm ish. If you wacker the sand then lay the blocks will you still need to wacker the blocks again and thus will the drop be more.

  1. both

  2. Whacker the base , screed the sand , lay the blocks , whack , brush in silver sand , whack again

  3. You answered your own question. Yes you need to do it twice to get a solid surfase for the pavers then fill with sand and "wacker" it some more to get that sand to fill and set, Not much that is good is that easy.

  4. If you want crazy paving use a whacker plate, and keep at it.

  5. the 'base' has to be firm before applying any sand at all. so it should be whacked if need be, apply sand and whack again reapply if necessary ( it often drops level as its compacted. and screed it level, ( do not forget a Small slope for rain run off etc)

apply paviors and whack again with silver sand application being used. brush off and job done. the more you compact the base/sand layers under the  paviors the better it will stand up to loading ( car/walking etc) over it's surface without moving.

note heavy loading over same area eg a van etc will in almost all cases move the paviours  just as the roads you see move  ( rut) when heavy lorries continuously travel over the same part of the road.
