  1. Can I be your realtor? lol. That is very nice of you.  I would just buy a gift certificate for one of the cruise lines for them to use. balcony is about $1100 a person inside staterooms about $700-800 depending on the number of days and so on but those are the main prices for a 7 day on royal caribbean

  2. They do that all the time on a cruise ship. You give them $100 down and they call it something like open booking. It's good for 5 years in which time you can get a refund. It ensures that you will come back and is a great deal, because the down payment is so low. Unfortunately, I have never heard of a travel agent doing this, but I would check with a well known one that specializes in cruises and see what they say.

  3. I don't know if all of the cruise lines do this but on the last cruise that we went on, Royal Caribbean, they announced a program (good on both Royal Caribbean and Celebrity Cruise lines) where you could pay the nonrefundable deposit amount for a cruise, usually about $250 per person for a 7 day cruise, and they would give you a reservation number that is good indefinitely for a future cruise.  All the person has to do when its time to plan the cruise is make a selection using the reservation number.  The balance of the cruise is then due in accordance with the time line for the cruise and the person automatically gets a $100 on board credit also.

You may want to call RC to ask if this program is still available.  Call the other cruise lines also and just tell them what you want to do.  They will accommodate you.

  4. You can do it on board like with Princess, NCL, Celebrity, RC, and most other cruise lines, but travel agencies dont do it, and I am pretty sure you cant do it ove the phone.

Why don't you just give her a gift certificate to one of the cruise lines?
