Booting my Laptop. when i switch on the power button in my laptop..start up screen was not

Question

when i switch on the power button in my laptop..start up screen was not coming..after 6 or 7 times repeated try..i will be able to login to my Tp....

Is this the problem woith the hardware?first time when it happened i took it to Think pad centre but it is of no use...they asked me to reinstall my Os...i did it..but still the same problem persists...  please advice me where could be the problem....
