While cusps do exist in rising signs, as for Sun Signs, it is different and if born on a cusp, you are on the following sign Libra. Note that if both sign are strong or, if the ruler Venus is in Virgo, that would give a mixed personality somewhat depending on other aspects in the chart.

The reason why I pace you more in Libra somewhat is because their is always 1 or 2min. discrepencies in birthtime.
