Bought a dvd on ebay and it doesn't work ?

I bought a dvd off ebay and it doesn't play properly. I didn't try the toothpaste trick or anything because there are too many scratches. So should I contact the seller ? Do they usually refund ? Or doesn't paypal refund if you pay through them ?

You need to contact the seller. You may want to check the auction page for refund/replacement information. Not all items have a return option etc.  It all depends on the AUCTION terms!  With EBAY like with all online sales  - you have to read the details.
