Bought a phone from someone

bought a phone from someone that needed a few bucks seemed like a super deal , didn't need one at the time . get the phone charged and cant access any features cant get passed " enter your security code"! can someone assist me with this or advise me on what to do? looking back now , Im not so sure that it was a super deal at all.
