Bought an item off email value of around £20 but has been lost in mail is it the sellers resposibility?

they have offered to send proof of postage, but is it not them who should chase this up and refund me as i payed via paypal? wot are my rights?

Did you pay for postal insurance? If you didn't pay for any type of postal insurance, then it is NOT the sellers responsibiliy. Thats why you should ALWAYS get postal insurance when buying things online. Unfortunately, you are probably out of luck.
