The cyclone death toll keeps on rising.

Is there a series of cyclones or do the buildings continue to collapse?

What causes a death toll to rise?

Injuries, disease, pestilence, starvation. Plus, they keep finding more floating bodies.

The living conditions can no longer sustain life - so off they go.

Initially it is because the death toll is an estimate, then as relief efforts reach more isolated areas which no communications exist, they discover more injuries and deaths, which add to the count.  Even now some areas have still not been reached.  And yes, sadly, more will die due to conditions caused by dirty, contaminated water, lack of food and shelter, and disease.
