  1. Anytime that the cue ball crosses over the headstring, that counts as the stroke, whatever occurs.  The player forfeits the break after the first offense.  This is if you're playing by pro rules, of course.  You may find more leniency in casual games.  M.D.-BCA Instructor/Referee.

P.S.  Here's the appropriate rule from the BCA.

    ------

3.9       DEFLECTING THE CUE BALL ON THE GAME’S OPENING BREAK

On the break shot, stopping or deflecting the cue ball after it has crossed the head string and prior to hitting the racked balls is considered a foul and loss of turn. The opponent has the option of receiving cue ball in hand behind the head string or passing the cue ball in hand behind the head string back to the offending player. (Exception: 9-Ball, see rule 5.3: “cue ball in hand anywhere on the table”). A warning must be given that a second violation during the match will result in the loss of the match by forfeiture. (See Rule 3.28.)

  2. Unless you don't hit theball at all, you got no business slapping it with your stick once it crosses, line. It is a foul.

Just another conflict of rules Steve Standard rules state when the cue crosses the headstring the game has started

There are so many league and bar rules I dont even comment on them I could give 6 diffrent ans and somebody is bound to say thats not how we play . I wish questions had a header for which kind of rules they are asking about then we - might - pass them up or make a better joke anyway

  4. This is another one of those "what league" you are playing in situations.

Most players put the cue ball as close to the head string line as possible. Many times while taking practice strokes they'll nudge the cue ball and it may cross the line an inch or two.

Where I play the rule is "the game doesn't begin until the balls are broken."

Whether it's 2-inches or 2-feet the same person breaks.

We have never had anyone complain because the cue ball crossed the line by mistake or by an errant stroke.

This stops nit-picking. And lord knows how some people love to nit-pick.
