Breast size and bulge size for Mannequins...?

Question

Seems odd, yes, but it's been driving me insane.

Really! Who gets to decide what the breast size for a female mannequin is and the bulge size for the male mannequin?

This question has been bothering me for a bit over a week! Please help!

I actually looked at one the other day, it was a 34B. Almost all mannequins are 34, because thats more common and also the maanequin are very slim, so it doesnt seem like a 34B.
