Breeding grass?

Please may I know if I should put the breeding grass floating or in the gravel for fries (guppies) to hide from the mother or other guppies.

Guppy fry will stay near the surface, so it would be much more beneficial to let it float at the surface, though a bit at the surface and a bit on the substrate certainly wouldn't hurt.
