Briggs and Stratton 17HP Intek Governer Overspeeds

Question

I am working on an Yardman by MTD Riding mower with a 17hp Briggs and Stratton V-Twin engine. I repaired the starter and on start up the Governer goes to wide open. What is the procedure for setting it properly so it functions as it should? Thanks, Ed
