After the defeat and surrender of Germany in World War II, the Allies (US, Britain, France) made sure that Germany would never be able to re-arm and re-militarize itself again. The German Constitution that was drafted by the Allies for post-war Germany imposed restrictions on the maximum size of the German military (the number of troops, warships, fighter planes, etc. that it is allowed to have). In other words, Germany was only allowed to have the needed numbers enough for defensive purposes.  Also, Germany was not allowed to have nuclear and tactical weapons. Those restrictions still apply up to this day.
