British visa application\fee refund?

can i get a refund?i apply for british visa from italy , online and i was offered 2years online , after 3times of recieving 6months visa which cost 315 euros but was finally given 6months which cost 98euros , , what can i do to get a refund.because i believe i was denied 2years visa or at least a year visa because of the change to biometric visa application which begins 26th of july 2007

No refunds - the fees are application fees, not payment to receive a visa.  Even though you were refused certain visas, your applications  were still received and processed - that is what the (non-refundable) fees cover.
