Broken item on ebay and seller is not responding?

Question

I recently bought an item fron ebay.it specified as new,it arrived on time but I noticed some missing parts and sign of being used.i tested it and many programs in the system is not working.i contcted the seller but did not respond.I made a dispute via paypal.should i shipped back the item even the seller is not responding?is there a chance i can get a refund in paypal?

You should call paypal. I have filed a dispute before and it took forever then i called and it was solved in 15 minutes. So i would call them and file a complaint with ebay i don't think you can call ebay. That is what i would do. Some people are just so stupid on ebay. Good Luck!!!!

Call paypal and do not ship the item back to the dispute is rectified with paypal, also try contacting ebay and let them know also,,
