  3. I don't know why people are saying that it's fake, when they're obviously links providing evidence.

    I've been there myself today. It was wild. Little kids were writing signs in dry erase boards to show the life size British on the other side waving back at us. One guy was holding up his PDA and shouting Facebook while pointing at it.

    To answer your question, it's near the Empire Fulton Ferry State Park. If you're in Manhattan, it's directly across the river from Southstreet Seaport. Google Map Empire Fulton Ferry State Park and you should get a location in between both bridges. The telescope is on the other side of the Brooklyn Bridge, at the back of the Brooklyn Ice Cream Factory and next to the cafe. If you're going from Brookyln, the B25 can get you a block away from it.

This doesn't answer the qustion, but just to clarify for the unenlightened, the B-to-L "telescope" is an art project.  It's a pair of simulated "telescopes" that supposedly are aimed at each other in the respective cities through a giant tunnel through the earth.  In reality of course it's just a fiber optic video feed cleverly dressed up to resemble looking through a telescope, but apparently it's a lot of fun and people enjoy communicating with each other using white boards on either end.
