Brother denied for visa.?

Question

A few years ago my brother was denied for a visa because when he was at medical exam a guy ask him if he use drugs first he said no but the guy keep asking him even a taste the guy ask.so my bro admitted that he tasted pot few years back and that was it.when he got called for interview the officer saw the medical report and they denied his visa.Is there a way we can fight this?Can he file for a waiver then re apply for petition?advice could be helpful.thanks.
