Brown Asian Jasmine instead of green

Question

My jasmine patch is about 3/4 brown. There are also bare spots with no jasmine (about 50% of the plot). Last year it was lush green with full coverage, and last winter wasn't particularly cold here in north Texas. Any idea what the problem and fix is? Thanks!

Southern Cali- I have the same plant it covers about 30 feet of brick wall and I have noticed over the past nine years it dies off last spring and comes back in the fall and again early to late winter.

cut out the dead the rest will fill in, or cut out the dead and put a few new ones in.
