Brown Lawn bags - where do they go?

Are they put in a landfill? Made into compost, if so how? I live in Texas. Are the bags biodegradeable?

By brown lawn bags, i am goin to assume they are made out of paper. Where I live they are put into a compost among anything else that is bio-degradeable. The bags are chopped up and have some water applied to it and is then left in a very large pile. More water is added to it from time to time and is turned every so often.
