Brush does not turn when vac touches floor

Question

Our Eureka vacuum doesn't seem to be working properly. The brush does not turn unless you are pushing the vac. It occasionally has a slight burning smell also. Can you think if there is something we might have done wrong? We just brought it home today. Thank you very much for any advice.
