Bt what age do you think teenagers can hang out w/friends at mall w/out parents?

So,my aunt whom I'm really close to has a 13 yr old daughter who just wants to get out of the house and hang out w/her friends with no parents,but my aunt doesn't know what to do.A part of her wants her to have fun,but the other side says no.I really just want to know your opinion so I can give my aunt some advice.

I think 12 or 13. I'm 12, but I can't, but my friends do. It also depends on their maturity.
