There are no budget railway tours in the UK. Those that there are can be frightlingly expensive (well over £1000 for 4 or 5 days) Even half-day or day tours - usually from London - can cost up to £100 a head. Here are a few links, however:-

Don't forget that if you are coming from out of the UK you can purchase a Britrail pass. If you are in the UK, check the website of your local train operating company for special offers. Mine, Southern, does a £10 ticket, go anywhere on the network for a day,  but you have to book on line.
