good deck. i dont see anything budget about it though - three solar recharge, 2 honest, judgement dragon, mirror force and card trooper, none of them are cheap in any way, but ok. try and get another foolish burial, u dont need the solemns, another cold wave, thats all i can see now.

Spells

Take out Cold Wave-2

Add another Foolish Burial

Add another Reinforcements of the Army(ROTA)

Traps

Add a Radiant Mirror Force

Take out one Solemn Judgment

Then your deck would be about an 8.5 out of 10

If you want a true LS deck...make it all Light monsters.
