Budgie Parakettes & Nest Box Help please !?

Question

i recently put a nest box in my female budgie, and male budgies cage. The female is always inspecting it. She bites on the window holes on the top of the nest. She has seen the enterance but only bite it and then went back to the windows. She usually sits on the top and bites on the edges of the windows (light pass ways). What is she doing and why is she doing this.?
