Bug problem in the garden.?

I have a bug problem in my garden. There are these i guess "caterpillars" with little cocoons around them attached to my tree. and my tree went from being beautiful and full and green. to every single leaf eaten. they dont look like normal caterpillars nor cocoons. if you look at the tree you can see them all shaking and if you get close you can actually see them sticking there heads out and eating stuff. does anyone have any idea what they are called and how to get rid of them....????
